Animal ordinance passed
The hard work of Rancho Laguna dog owners has granted us one small victory. On 9/09/2009 the Town Council of Moraga passed the second reading of the animal ordinance 225. Although this eliminates dogs off leash in the Moraga Commons, and no longer permits dogs to be trained with a special permit at the park. The council wisely decided to use a time separation barrier to allow dog owners the privilege of using Rancho Laguna as a dog park.

Rancho Laguna Dog owners do not want a dog park to take from the Frisbee Golf group in the commons.

Although many dog owners used to enjoy morningand evening hours in the commons, this is no longer legal.In thirty years there has been no major reportable incident, that caused this loss, just fear.The town is protected by a number of state laws, two county ordinances, and with all the protective laws, the liability to the town is so small that the insurance companies will gladly charge the town pennies to cover this form of limited liability. The risk of liability and the cost to insure this risk related to dogs is lower then almost every other activity in the town for the town. Please see petiquette for the laws protecting the town. If you bring a dog to the park, you assume the liability for the actions of your dog. So please be responsible.
The town has mentioned putting the dog owners in the back 40 of the commons, a fewsteps from the current bocce ball courts. The area is not adequate for bocce ball, How can it make a good dog park? Bocce ball users may have turned down the area near Saint Mary’s College, because it was too hilly, and had poor drainage… Again if Bocce ball users cant use it, how can handicapped dog owners?
